In an effort to change the narrative of how staff members appear in public and to distinguish them from impersonators the Executive Director of Sierra Leone Road Safety (SLRSA) Authority Mr. James Baggie Bio has provided staff members with uniforms.

As part of his 100 days in office, addressing staff welfare is one of the major issues Mr Bio has promised to look into and redefining the appearances of  his staff is key among other things.

Staff members look forward to what the future brings for them in the Authority and has promised to work diligently with the Executive Director to achieve the Authority’s aims and objectives.

SLRSA MANAGEMENT INSPECTS BAI BUREH ROAD ADMINISTRATIVE BUILDING

The management team of the Sierra Leone Road Safety Authority (SLRSA) has conducted a site visitation to its administrative building on Bai Bureh Road, Freetown.

The team was led by the Executive Director, Mr. James Bagie Bio and senior directors, inspected the ongoing construction work, assessing progress and discussed operational readiness.

The contractor disclosed that 96% of the construction work has been completed, with final touches being applied to the modern office complex. The building features state-of-the-art facilities, including spacious offices, conference rooms, and advanced ICT infrastructure, designed to provide a conducive working environment for staff.

Bio emphasized the importance of the new building in enhancing SLRSA's capacity to deliver its mandate. "This facility will significantly improve our operational efficiency, enabling us to better serve the public and drive road safety initiatives," he said.

The visit highlights SLRSA's commitment to improving infrastructural development in line with  His Excellency's national agenda Five Game Changer.

The Deputy Executive Director, Mr. Josie Abraham Scott-Manga applauded both management and the contractor for their effort and commitment in ensuring the speedy completion of the project. He urged the contractor to stick to the agreed time for the official handing over of the completed building.

Performance Review & Contract signed

The Sierra Leone Road Safety Authority (SLRSA) has concluded a two-day Annual Performance Review for Heads of Station at the Authority's headquarters, Kissy Road Freetown, highlighting significant improvements in leadership delivery and operational efficiency across all stations nationwide.

Addressing the Heads of Station, the Executive Director, Mr. James Bagie Bio, emphasized that performance at each station directly impacts service delivery, customer satisfaction, and revenue generation.

“Our goal is to ensure that Heads of Station are fully equipped to lead effectively. Where performance falls below expectation, we will implement practical improvement plans and replicate strong performance models across stations that require support,” he stated.

The Deputy Executive Director and Head of Operations, Mr. Josie Scott-Manga, called for sustained cooperation from all Heads of Station in achieving the targets set by Management. He urged them to remain committed, responsible, and focused on advancing the interests of the Authority.

The Director of Human Resource and Administration, Mrs. Mariama Masuba, underscored the critical leadership role played by Heads of Station. “As Heads of Station, you play a vital role in driving performance and maintaining a positive workplace culture. This review enables us to identify strengths and areas that require continuous improvement,” she said.

She further encouraged them to demonstrate strong leadership, carry out their duties diligently without fear or favour, and treat all personnel fairly and equitably.

Providing an overview of the Performance Contract framework, the Manager of Research and Development, Mr. Ambrose Tucker, explained that assessments are based on clearly defined Key Performance Indicators (KPIs) aimed at ensuring effective service delivery and enhanced revenue generation.

The Director of Finance, Mr. Joseph Momoh, commended the Heads of Station for their commendable performance in 2025 and encouraged them to build on the progress made in order to achieve even greater results in 2026.

SLRSA Executive Director Addresses Road Safety Corps

Saturday, 15th March 2025: The newly appointed Executive Director of SLRSA, James Baggie Bio, has, on Saturday, 15th March 2025, addressed the Road Safety Corps of the Authority at the SLRSA Headquarters on Kissy Road, Freetown.

In his opening statement, he thanked God Almighty for his continued grace upon his life. ED James Bio thanked his Excellency the President Dr. Julius Maada Bio for entrusting him with great responsibility for the second time. He assured all that by the grace of God and with the support of the Corps, he will deliver diligently.

The Executive Director expressed his heartfelt gratitude to the Road Safety Corps of the Authority, whom he referred to as the bedrock of the institution. He furthered that the support they gave him during his term as the Deputy Executive Director and Head of Operations had led to his elevation to the Substantive Executive Director of SLRSA.


SLRSA Holds Training-of-Trainers Workshop for Sierra Leone National Association of the Deaf (SLNAD)

The Sierra Leone Road Safety Authority (SLRSA) has conducted a specialised Training-of-Trainers (ToT) workshop for members of the Sierra Leone National Association of the Deaf (SLNAD) at the Authority’s Headquarters, Kissy Road, Freetown.

This initiative is part of SLRSA’s ongoing commitment to inclusive road safety education. The training aims to equip SLNAD members with the knowledge and tools to understand and promote emerging road safety practices tailored to the specific needs of the deaf and hard-of-hearing community.

Through this workshop, participants are empowered to serve as peer educators within their communities, helping to raise awareness, build confidence, and foster safer road usage among persons with hearing impairments.

SLRSA continues to advocate for accessibility and inclusivity in all aspects of road safety, ensuring that no one is left behind in the drive towards safer roads for all.


Three Action Points from Executive Director

James Bio highlighted three main action points to be achieved within his 100 days in office.

In his statement, Mr. Bio emphasized giving a thorough look into staff welfare and the condition of service, instilling discipline among corps to ensure progress, and revenue mobilization to sustain the gains made during and after his 100 days in office.

Mr. James Bio, who described himself as the ‘UNIFIER, formally introduced his newly appointed Deputy Executive Director, Mr. Josie Scott-Manga, and promised to work hand in glove with his deputy to ensure they deliver on one of the key mandates of the institution, which is to promote road safety and ensure safety for the people of Sierra Leone.

“I and my deputy, including the chairman of the board, will carry out a needs assessment tour to all stations to ensure that the required tools to aid our operation are made available,” he added.

He assured the Road Safety Corps of quarterly training to improve performance, ethical behaviour and exhibit professionalism while executing their lawful duties. He described the Road Safety Corps as the emblem of the Authority.

Human Capacity Development

ED Bio said his administration will ensure human capital development, which is in tandem with His Excellency’s National Agenda, and promote road safety in every facet.

The newly appointed Deputy Executive Director, Mr. Josie Scott-Manga, in his address, said he works with the agenda of his boss, the Executive Director; therefore, they will work together for the common good of the Authority and the nation as a whole.

As the head of operations, Mr. Scott-Manga assured of his full support to operations in every department. “There will be no room for slothful attitude towards work,” he emphasized. DED Scott-Manga encouraged all Road Safety Corps to maintain the attendance register going forward.

EXECUTIVE DIRECTOR ON LECTURE 

He continue to state that the Africa Road Safety Charter serves as a policy framework for improving road safety across Africa. It aims to reduce road traffic crashes, facilitate comprehensive national road safety policies, and enhance the private sector, civil society, and NGO participation in road safety initiatives. 

As the Deputy Minister of Transport and Aviation, Mr. Rex Bhonapha, noted that Sierra Leone's ratification was a promise fulfilled through hard work and due diligence. He pledged Sierra Leone's continued cooperation with the Africa Union Commission to effectuate the Charter's core purpose. 

The Africa Road Safety Observatory pledged support to Sierra Leone's formulation of a road safety policy, strategy, and data management, with Sierra Leone's ratification, the Charter is one step away from entering into force.
