    Human Resource and Admin


    • Strategic & Organizational Leadership: The HR and Admin act as a member of the senior leadership team between the board, management and staff to align HR strategies (recruitment, talent and skills acquisition, performance, retention and attrition) alongside with the authority’s goals for road safety. 

    • Safety Policy Development & Compliance: The HR and Admin develop and implement HR policies that promote a culture of safety, including ensuring compliance with the Sierra Leone Road Safety Authority (SLRSA) regulations, and occupational health standards.

    • Labour Relations & Union Negotiations: In SLRSA, the workforce is unionized. The HR Director manages relationships with union officials, negotiates collective agreements, and handles grievances and also comply with their NASSIT commitment. 

    • Skill Acquisition & Workforce Planning: Develop strategies to recruit and retain skilled personnel, such as professionals, road safety corps, engineers, drivers and inspectors.

    • Performance & Risk Management: Evaluate employee performance through the Authority Biometric Database Management System, specifically addressing attendance, leave, appraisal, task, quick response, safety compliance, and manage risk related to worker compensation claims, accidents, or near-miss incidents.

    • Employee salaries setup: Manage the HR department salaries setup to meet the finance department standards, including compensation, leave, benefits, travelling and training costs.
    • Crisis Management: Participate in or support emergency response, such as natural disaster relief efforts, that involve employee distress 

     

    Finance


    • Financial Strategy & Planning: The Finance Department Develop long-term financial plans, provide financial modelling, and create business cases to secure necessary funding for operations and capital projects.

    • Budgeting & Financial Reporting: Manage the annual budgeting process, monitor expenditure, ensure accurate financial reporting, and provide regular financial updates to the board and senior management.

    • Funding & Revenue Management: Lead the authority's funding structure, oversee revenue recognition, and manage revenue reserves to maintain stability.

    • Compliance & Risk Management: Ensure compliance with statutory financial regulations, manage internal controls, oversee audits, and handle insurance/risk management.

    • Procurement & Contract Management: Oversee the procurement process to ensure value for money and manage high-value third-party commercial arrangements.

    • Team Leadership: Supervise, train, and develop the finance team to ensure efficient operation of day-to-day financial functions. 

    Audit


    1. Strategic Leadership and Governance

    • Audit Strategy Development: Create and implement comprehensive, risk-based audit plans (covering 3-year cycles, for example) that align with the organization's strategic goals.
    • Compliance & Risk Oversight: Ensure compliance with national/international safety standards (e.g., DMRB, Austroads), traffic regulations, and legal requirements for all road schemes.
    • Policy Formulation: Advise the Board and senior management on best practices in governance, internal controls, and risk management regarding both financial and non-financial risks.
    • Reporting: Present audit results, findings, and recommendations to the Board of Directors, Audit & Risk Committee, and relevant government bodies. 

    2. Operational Audit Management

    • Road Safety Audit (RSA) Management: Oversee the entire RSA process, ensuring audits are performed at all key stages: Feasibility, Preliminary Design, Detailed Design, Pre-opening, and Post-opening.
    • Quality Assurance: Monitor the quality, consistency, and independence of Road Safety Audit Reports to ensure they identify potential hazards for all road users.
    • Site Inspection Oversight: Ensure that audits include both day and night inspections,, especially before project opening, to check signage, lighting, and safety barrier placement.
    • Action Tracking: Follow up on audit recommendations to ensure that safety hazards are addressed and closed out by the relevant project managers or contractors. 

    3. Technical & Safety Focus

    • "Safe System" Application: Apply "Safe System" principles to identify road safety deficiencies (e.g., forgiving roadsides, speed management).
    • Data Analysis: Use crash history, collision data, and conflict point analysis to identify "black spots" and hazardous locations.
    • Vulnerable User Consideration: Ensure that audits specifically evaluate the safety of pedestrians, cyclists, and people with disabilities. 

    4. Team Leadership and Stakeholder Management

    • Team Management: Hire, train, and supervise in-house auditors, ensuring they have the necessary qualifications, such as being an accredited auditor.
    • Accreditation Maintenance: Ensure the audit team maintains its accreditation 
    • Stakeholder Liaison: Act as the primary link between the audit team, design teams, contractors, and public authorities, facilitating communication and resolving conflicts regarding audit findings. 

    5. Financial & Contractual Oversight

    • Budgeting: Manage the budget for the audit department, including the commissioning of external consultants where necessary.
    • Procurement: Oversee the tendering process for appointing external audit firms. 

     

    Road Safety and Enforcement


    • Education and Publicity: Developing and delivering road safety educational programs, campaigns, and training (e.g., driver and motor bike or cycling proficiency, pedestrian training, school visitatio services and radio talk shows).

    • Safety Audits and Inspections: Conducting routine safety inspections on roads (day and night) to identify hazards, and recommending engineering improvements to reduce accidents.

    • Data Analysis and Reporting: Investigating accident sites, analyzing traffic data, maintaining records of incidents, and producing reports for senior management through the Crash incident dashboard. 

    • Partnership and Promotion: Working with the police, local council, SLRA engineers, and schools authorities to promote safety and enforce traffic regulations.

    • Policy Development: Assisting in the formulation of road safety procedures, policies, and strategic planning.

    • Budgeting: Monitoring revenue and capital expenditure related to safety projects. 

    Transport

    • Vehicle Regulation & Safety:

      • Implementing vehicle registration, licensing, and roadworthiness inspections.
      • Setting and monitoring vehicle standards and approving vehicle types (e.g., CNG/Electric).
      • Overseeing commercial vehicle roadworthiness testing.

    • Driver & Operator Licensing:

      • Testing driver competence and issuing licenses.
      • Registering and inspecting driving schools.
      • Regulating public transport drivers and operators.

    • Safety Policy & Enforcement Support:

      • Developing and implementing road traffic legislation, including speed limits.
      • Supporting police in enforcing seatbelt, helmet, and impaired driving regulations.
      • Investigating traffic accidents and conducting research for safer infrastructure.

    • Public Transport & Infrastructure:

      • Routing and monitoring public transport.
      • Managing traffic systems, such as school warning lights and speed detection devices.

    • Education & Awareness:

      • Developing road safety education campaigns for drivers and pedestrians. 

    Training and Development

    • School Programs: Developing and delivering road safety education for children, including pedestrian and bicycle training.
    • Public Outreach: Organizing educational events, workshops, and exhibitions at community centers, workplaces, and for high-risk groups.
    • Campaign Development: Creating and disseminating educational materials, such as the Highway Code, brochures, and safety videos.
    • Media Engagement: Producing radio and TV ads to influence public attitude and behavior toward road safety. 

    2. Specialized Technical Training

    • Road Safety Engineering: Training engineers and technicians in safe road design, road safety audits (RSAs), and traffic management systems.
    • Crash Investigation: Training personnel to analyze accident data, identify black spots, and implement remedial measures.
    • Emergency Response: Training first responders and local volunteers in post-crash rescue, including vehicle extrication techniques. 

    3. Capacity Building and Compliance

    • Driving Instructor Registration: Managing the training and certification of driving instructors.
    • Motorcyclist Training: Implementing compulsory basic training (CBT) for motorcycle riders.
    • Workplace Safety: Training for personnel working on or near roadways to manage traffic risks.
    • Stakeholder Training: Training School Crossing Patrols, road safety club patrons, and community partners. 

    4. Curriculum and Material Development

    • Curriculum Integration: Collaborating with educational ministries to incorporate road safety education into the school curriculum.
    • Training Modules: Developing and updating training modules, manuals, and assessment tools based on current best practices.
    • Accreditation: Establishing accreditation procedures for road safety auditors and inspectors. 

    5. Research and Monitoring

    • Performance Evaluation: Evaluating the effectiveness of training programs and interventions, such as "before and after" studies.
    • Needs Assessment: Identifying training gaps within the authority and the wider road safety sector.
    • Record Keeping: Maintaining accurate records of training, certifications, and compliance data. 

    6. Strategic Support

    • Safe System Implementation: Developing training that aligns with the "Safe System" approach to reduce fatal and serious injury crashes.
    • Funding Bids: Assisting in securing funding for safety training initiatives from central government or other organizations. 

    License

    • Driver Licensing:

      • Issuing, renewing, suspending, and cancelling driver’s licenses based on assessments of competence and medical fitness.
      • Managing learner’s permits and provisional licenses.
      • Conducting or overseeing driver theory and practical driving tests.
      • Verifying foreign or local license transfers.
    • Vehicle Registration and Licensing:

      • Registering new, used, and imported motor vehicles, trailers, and motorcycles.
      • Issuing vehicle license discs (circulation fees), number plates, and registration documents.
      • Processing changes in vehicle ownership, address, or vehicle details.
      • Ensuring valid roadworthiness, insurance, or inspection certificates are in place before licensing.
    • Operator and Instructor Licensing:

      • Licensing of driving instructors and driving schools.
      • Issuing public transport licenses (e.g., taxi drivers, bus operators, courier services).
      • Issuing motor dealer licenses and agents' licenses.
    • Compliance and Regulation:

      • Maintaining a secure, central, and up-to-date register of all drivers and vehicles.
      • Identifying, assessing, and managing high-risk drivers (e.g., medical conditions, safety violations).
      • Enforcing regulations regarding vehicle standards and authorized use.
      • Handling the suspension of licenses due to demerit points or traffic offenses.
    • Service Delivery Innovation:

      • Modernizing service delivery, such as introducing mobile licensing units for remote areas, online renewal systems, or biometric, secure, and fraud-resistant licenses.
    • Administrative Functions:

      • Collecting revenue from licensing fees, registrations, and taxes.
      • Providing information to law enforcement and the public on licensing status.
